Identify this bird

Saw this guy walking around the lawn. Similar to a heron but with 2 long feathers sticking out of his head. Not the best quality photo.

The best I can come up with is a lapwing.

maybe a yellow crowned night heron? If it is in NY its out of its range by a bit.
