What kind of snake???

Seen this while cleaning up at a client's.  Never seen a yellow snake before.   Thought I had its head in the frame, but it was moving rather fast.

Pretty sure it is a lowly garter snake, just a very light one.

I was thinking garter snake, but what a odd color. 

Fresh skin shed?
