I need to buy a bullet proof best. What is the best one to buy? If you could please list the pros and cons of the ones you link here. I do not know where I should list this. My cousin lives in a very dangerous area and could intentionally get shot at.

lol....seriously though the activities of hunters don't require bulletproof vests.  hunters are becoming safer every year too.  so I think maybe call your police department's NON-emergency phone number and ask them.
