They told me that their legal division is looking into what needs to be done to get them back in. The bill will probably have to be rewritten and passed again. DEC says that it wouldn't hold up if you got a ticket. When they re-wrote the laws to add rifle into Cortland County, they did not include the crossbow in the list of weapons allowed.
