This goes beyond a "free and open society". The "open" part of that phrase usually is meant to pertain to the transparency of government workings, not to the public display of the every-day activities of it's citizens lives. Something has really gone awry here.

A residence permit is not impossible to get, it is just expensive and can take up to a year. A CC in NYC is the one that is almost impossible to get.
