Cutouts of animal silhouettes used to get close for a shot can be effective when used properly under certain conditions, I have seen hunts out west on the open plains where cow-deer cutouts were used to get shots at antelope and mule deer. Some turkey hunters use a cutout also with decent results. 

While they can work it is not for me.

Below is a cow decoy mentioned above, there are youtube videos showing guys out west using them, like I said not my cup of tea but they do work.

Yeah, every year some innocent person is shot and killed because someone "thought it was a deer".   Can't imagine what would happen when people go out looking like a deer!
