I think more people should be made aware of this potential risk to their dogs and cats to be able to have this not happen. Keep your cats inside and keep an eye on your dogs when they are out. Maybe the local media could inform the public more often and attacks like this maybe won't happen.

Nothing new, they are opportunistic creatures that will eat anything that does not put up a big fight, including small dogs and cats.  If they can get a hold of them they will kill and eat them.
