They should have #1 made Schwartz the highest paid DC in the league to keep him there in the DC role and #2 should have hired a veteran offensive mind for a HC that has proven an ability to work with team management to go get his "guy" at QB and then develop him. Schwartz might not have been the best HC in the league, but he was on the verge of a scheme paired up perfectly with player abilities that could have dominated for 3-4 years. The Bills D this year is a textbook example of why schemes need to be matched to the players (or vice versa). Will Pegula be required to pay him for the remaining 3 years if Rex is fired at the end of the 2016 season? Some contracts are guaranteed.
