Does it make sense to spray new disked bare ground or wait for re-growth? will glysophate kill the dormant weed seeds in new over-turned ground?

i understand that it is absorbed through actively growing plants.  It doesn't prevent new growth after spraying.  No it will not kill dormant seeds

Nope it becomes inactive when in contact with dirt, only works on weeds already up,

It is a contact herbicide. It needs to be applied to green leaf tissue when actively growing. Soil applications are of no benefit.

Use something like Preen to prevent weed seeds from growing, problem is it will also prevent anything you plant from germinating. My wife uses it in her flower beds, personally I don't think it works that well, it doesn't stop the maples and cottonwood seeds from germinating!

Only kills when in contact with green actively growing plants. Wait a week or 2 and then spray.

Wait for a good week of moisture ans sun to heat those weed seeds, then disc it again.  Just enough to scratch the surface will do.  It'll kill those fresh weeds.  Don't disc deeply, you'll just turn up deeper dormant seeds.  The seeds sense they're near the top by temperature.
