  1. If not for tyrannical executive orders we wouldn't have this problem in the 1st place. By the authority vested in me as President by the Constitution and laws of the United States of America, and in order to provide for establishment of appropriate fees for the grazing of domestic livestock on public rangelands, it is ordered as follows: Section 1. Determination of Fees. The Secretaries of Agriculture and the Interior are directed to exercise their authority, to the extent permitted by law under the various statutes they administer, to establish fees for domestic livestock grazing on the public rangelands which annually equals the $1.23 base established by the 1966 Western Livestock Grazing Survey multiplied by the result of the Forage Value Index (computed annually from data supplied by the Statistical Reporting Service) added to the Combined Index (Beef Cattle Price Index minus the Prices Paid Index) and divided by 100; provided, that the annual increase or decrease in such fee for any given year shall be limited to not more than plus or minus 25 percent of the previous year's fee, and provided further, that the fee shall not be less than $1.35 per animal unit month. Sec. 2. Definitions. As used in this Order, the term: (a) "Public rangelands" has the same meaning as in the Public Rangelands Improvement Act of 1978 (Public Law 95514); ( "Forage Value Index" means the weighted average estimate of the annual rental charge per head per month for pasturing cattle on private rangelands in the 11 Western States (Montana, Idaho, Wyoming, Colorado, New Mexico, Arizona, Utah, Nevada, Washington, Oregon, and California) (computed by the Statistical Reporting Service from the June Enumerative Survey) divided by $3.65 and multiplied by 100; © "Beef Cattle Price Index" means the weighted average annual selling price for beef cattle (excluding calves) in the 11 Western States (Montana, Idaho, Wyoming, Colorado, New Mexico, Arizona, Utah, Nevada, Washington, Oregon, and California) for November through October (computed by the Statistical Reporting Service) divided by $22.04 per hundred weight and multiplied by 100; and (d) "Prices Paid Index" means the following selected components from the Statistical Reporting Service's Annual National Index of Prices Paid by Farmers for Goods and Services adjusted by the weights indicated in parentheses to reflect livestock production costs in the Western States: 1. Fuels and Energy (14.5); 2. Farm and Motor Supplies (12.0); 3. Autos and Trucks (4.5); 4. Tractors and Self-Propelled Machinery (4.5); 5. Other Machinery (12.0); 6. Building and Fencing Materials (14.5); 7. Interest (6.0); 8. Farm Wage Rates (14.0); 9. Farm Services (18.0). Sec. 3. Any and all existing rules, practices, policies, and regulations relating to the administration of the formula for grazing fees in section 6(a) of the Public Rangelands Improvement Act of 1978 shall continue in full force and effect. Sec. 4. This Order shall be effective immediately. RONALD REAGAN The White House, February 14, 1986. [Filed with the Office of the Federal Register, 10:32 a.m., February 18, 1986]
  2. Crime, a lot of it violent, most of it drug related, is going rampant in Massena now. I'm glad I don't have any snow mobiles, 4-wheelers or other "North Country assets" to steal!.
  3. Things are getting bad in Massena since the sub-pay & unemployment ran out after GM moved out. That helped keep things going for a while.
  4. No, President Cheney & his stooge G W Bush should get credit for that.
  5. Probably not but given old Bill's charm & charisma I don't think he had to force himself on women. What happens between 2 consenting adults isn't a crime in my book. But then I tend to mind my own business about such things.
  6. So every guy that gets a blow job from a willing female that is of legal age is committing sexual assault? I would suspect that most of the males here would be guilty of sexual assault then.
  7. I wonder how hunters, outfitters & guides in western states that depend on access to BLM land view this land grab attempt by local ranchers?
  8. Well, according to the narrowest interpretation (read conservative) the federal government has at least the same "property rights of ownership" as a citizen. That would entitle the government to protection of those property rights by rule of law.
  9. Supposedly the Milo Hansen buck was 3 1/2 years old.
  10. Would you kindly cite the language in the constitution that states this?
  11. This year, my family had one of the best years since 2002 on my property taking 3 bucks.
  12. So, the federal government doesn't "own" any of the land that heir military bases occupy? They don't "own" the land occupied by the Whitehorse or the Capitol?
  13. A cheap bow will shoot a quality arrow well, but a expensive bow will not shoot a poor quality arrow well. Over the course of 5 years my wife & I made & sold over 1500 DOZEN high quality wood arrows. We did traditional only shoots from Ocala.FL in February, to Buffalo, NY in August as well as many points between & most of the Midwest. We have seen a lot of traditional archers & traditional bows. The thing that I don't get is this obsession with "take down" recurve bows when less than 1% are ever "taken down". A moderately priced, good quality 1 piece recurve will be lighter & in most cases smoother than a "take down". The whole idea of traditional archery is to keep it simple.
  14. What puzzles me is that anything that is left in the woods had to be carried in there. If one has room to carry it in, carry it out.
  15. I have read that it takes thousands of years for a plastic shotgun hull to deteriorate.
  16. We started watching it one evening & spentthe whole next day watching the rest of it. Riveting!
  17. That is basically what unlicensed gun dealers do at gun shows in states that do not require background checks for "private sales".
  18. It is so interesting when someone posts issues of "outdoor magazines" from the '70s. One of the top concerns of "sportsmen" in that day was the environment. Theodore Roosevelt was the original high profile "conservationist" BECAUSE he was a hunter & realized that "conservation" was critical to the future of hunting and fishing. Hunters & fishermen should be working WITH environmentalists instead of fighting them. We should work together to combat the corporations that exploit our resources with little or noi concern about whatb they leave behind. Divide & concur. It's working!
  19. They're corporations only interested in the profits. They don't give a rat's a$$ about you or your rights.
