In an area with high doe ratio I expect they keep cycling until bred so his testosterone stays high.  It seems if buck hold their horns for long time they do not have as big of rack the following year as they do not rebuild their bodys and are in a constant state of rut un like a buck that sheds and rebuild his fat reserves..
