A picture of Greater Rochester branch, 2018 Field to Fork participant Tanya Zwahlen and her first deer is featured in NYS DEC Hunting and Trapping Newsletter announcing the start of license sales and other programs. We are looking forward to the 2020 program (even in a modified format), but the first class of 2018 will always hold a special place with us. We learned as much from them as they did from us. But the amount of tags in the lottery would be considerably higher since they would take into account the numbers not taken as you described. I just feel any hunter should have a draw possibility and they currently don't. I take advantage of how it works now. I ML hunt in the NZ and take a doe every year up there with my antlerless only during that season. It's the jump start of our "camp meat" for the upcoming season.

The biggest clarification is in on the special privilege. Bow isn't either sex the first one purchased is. -
Why would someone apply to an area they didn't intend to hunt? I guess their could be a reason but I can't think of one. The using family members and such has been a thing since "doe permits" were created. I know wives and daughters that were sent through the courses just becasue there was 2 or 3 or even 4 people required on a on a single permit application, if you could even draw one. I don't know how old you are Trial or how long you've been hunting in NY but I remember the multi person permits well. We've got it VERY easy now compared to how it use to be. I also remember when getting your bow tag only meant you could shoot an either sex deer but it was your normal REGULAR season "buck tag" that was used.

We (and the DMP's) are population management tools first and foremast. I understand their change to allow transfers. They need the numbers taken and why not be able to move the tags into the hands of folks that have the time, desire and opportunity to hunt?

I would love to see ALL antlerless to be taken only with permits through the lottery. Shouldn’t matter what weapon a hunter prefers we all should have the same opportunity to draw for one

This comes up EVERY YEAR on here...lol. You think we could get a pinned topic. You almost have it 100% but let me modify a bit. (LI may have other special modifications) You buy a regular season hunting license. ---1 antlered deer (statewide) You apply for DMP's (doe permits) but really antlerless deer tags. draw up to 2 in the normal application period. (those are for the specific WMU applied for) If an area is under applied for you can get up to 2 more DMP's int he late open application period (usually after November 1st). When you buy your first special privilege (bow hunting or muzzleloading) you get an 1---either sex tag. When you buy your second special privilege you get 1 antlerless only tag. Special season tags can be utilized in bow or ML season with any special privilege purchased. Meaning you can choose to fill both of them during bow or wait to fill both during ML. DMP's can be filled in any open season in that area. You can have cosigned over to you up to 2 DMP's from another hunter. (or sign yours over to someone else) So could be 7 but could be up to 9. NOW to really confuse the issue if the regular season tag in NOT filled during the regular season it can be utilized as an either sex tag in the late special seasons. same number total for possible deer but changes how the tag can be used. -
There is no "good time" it is random based on the anticipated application numbers (historical) and issuance amounts. If they under issue they draw randomly from those denied and send them after the application period closes.
