If he declines ask him if there is someone local that you could hire to cut it out... They may want to recover lumber from siad tree,and i doubt lease holders have permission to cut timber. Either way a phone call wouldnt hurt. Amd may avoid trouble with neighvors at all, if not find a local with a saw and cut a chunk out of middle and winch/push it out of the way. The timber company we lease from only has a "hands off" on standing timber. If it's down it's fair game.
