Ruffed grouse.  Top - wing, Bottom - tail.

definitely not   top is 100% a primary turkey wing feather  and tail feather from a grouse about 4-5" long

I say both are turkey. Top is a primary feather and the bottom is the tail feather from a hen

I have tied a lot of flies  using  both turkey wings and tails wings and tails... Mostly nymphs....
