Freile and Leo Roth Staff writers Hunting safety in New York state has greatly increased in the last 50 years, with the in­cident rate per 100,000 hunters falling by more than 70 percent since the 1960s, according to the state Department of En­vironmental Conserva­tion. Last year was the saf­est on record with a total of 19 hunting incidents and two fatalities. Of those, 14 were self-in­flicted. A father and son, along with the father’s friend, were hunting in Rush on Tuesday evening when the son shot at what he be­lieved to be a squirrel, ac­cording to Monroe County sheriff’s deputies. The shot instead struck and killed his father’s friend, Vienchaleun Kettavong, 71, who died at the scene. Jim Crittenden, a New York hunter safety in­structor and past presi­dent and current treasur­er of the Region 8 North Instructors Association, said no one kind of game See HUNTING, Page 9A Article Continued Below See HUNTING on Page A09 Hunting Continued from Page 3A hunting is more dangerous than the other. “I can’t say (squirrel hunting) is any more dangerous, it’s only dangerous if you’ve got people who aren’t being safe,” said Crittenden, of Henrietta. “Ninety-nine percent of all the incidents that happen every year are due to people who blatantly disregard the first four safety regulations that we put out to students.” Those are: always point the muzzle of a gun in a safe direction; treat every firearm as if it were loaded; identify your target and what lies beyond; keep your finger off the trigger until ready to fire, Crittenden said. “It’s those last two that really get people in trouble when they disregard them,” he said. Tuesday’s hunting fatality occurred in a heavily wooded area, which is prime habitat for squirrels. Typically, squirrel hunters use a shotgun loaded with shells that contain pellets or a .22caliber rifle, Crittenden said. Shooting at a squirrel sitting high on a tree branch or one that is near the ground on a log or stump requires a safetyconscious hunter to determine what’s beyond his target, he added. “If you are using a .22 and shooting a squirrel in a tree, you have to make sure the backstop is the tree,” Crittenden said. “Because if the bullet keeps going and doesn’t hit the trunk, where is it ending up? It can go a mile and a half. If a squirrel is on a tree branch and you’re using a shotgun, those pellets come down fairly close, within 100 yards because the shot is at a high angle.” Police did not disclose the type of gun used in Tuesday’s incident by Phetsouvahn Kounnavong, a convicted violent felon who spent more than two years in state prison. Kounnavong was 24 when he was convicted of second-degree assault and attempted second-degree burglary in Wayne County in 2006 after he entered a home, stole personal items and assaulted a female resident, according to the state Department of Corrections and Community Supervision. He was sentenced to 2 1 ⁄ years and five years postrelease supervision and spent nearly two years in prison before he was released in June 2008, said DOCCS spokeswoman Taylor Vogt. Kounnavong violated his parole in mid-2012 and spent three more months in prison before he was again released in September 2012. Convicted violent felons are prohibited from possessing firearms under most federal and state laws. No charges have been filed in connection with the incident, said John Helfer of the Monroe County Sheriff’s Office. The incident is being investigated. Kettavong is survived by his wife of nearly 50 years and six grown children, all born in Laos, and many other relatives. He served in the Lao Republic Army before he spent six years in a concentration camp, followed by two years in a Thai refugee camp with his family before moving to upstate New York in 1982.   4. I would think that the info on the Complaint Record and Permit Form that is put out by the DEC would be standard .
  5. I thought the stores had little chips in the camera boxes that would beep if someone left with one that hadn't been removed . Why have those big plastic tags on a pair of $50 boots but not a $100+ camera ?
  6. Dom --- The Deer Damage Permits that I have seen are for ANTERLESS deer only . That is stated right on page 1 of the Complaint REcord and Permit Form . I have never seen any where allowing the shooting of bucks . If the bucks have been killed , they have probably been poached . The farmers are responsible for the control of the permits and the reporting . Many of these Deer Damage Permits are from January thru September . The permit is void when the crop has been harvested .
  7. If you are talking about the Deer Damage Permits the Farmer has to apply for them . They are to be used for anterless deer only . Here is some of the information .
  8. I heard that Moog wears a camo bow tie when he hunts . Is there any truth to that ?
  9. As many have said , the time to buy is at the end of the hunting season . Stores would rather get rid of stuff rather than have to pack it up and store it . I don't shop at Gander Mountain but the 1st year they opened up in Henrietta my wife had my son buy a Scent Lok outfit for me for Christmas . They had the stuff marked at 1/2 price with another 30% off . I wear it every bow season and have had it for several years . I think a lot of the push to wear Camo is BS but I go along with the crowd . Check out some of the hunting gear at Tractor Supply also . They carry a bunch of stuff .

  11. I have camo gear that I wear in public once in a while ( not full camo ) . A lot of times the camo clothes are on clearance at WalMart or Dicks and it's generally quality material .

  13. If you are out in public and you see someone wearing camouflage , make sure you walk right into them so they know it's working ( unless of course , the guy is " 6' 6" and weighs 300 pounds ) .
  14. Just an added note . You still have to take the Gun Safety Class even if yo pass the Bow Class . My son found that out the hard way when he 1st applied for a bow license . All he wanted to do was bow hunt but couldn't get a license until he did the Gun Safety Class .

  16. John once told us that one of the Bucks on his farm tried to kill him . He also had pics of bottle feeding fawns in their kitchen . He also explained how he used a blowgun with darts to bring the does into Estrus .
  17. I was practicing from my backyard tree stand tonight . By bending at the waist , I was right on at 20 yards . If you don't bend at the waist you hit higher . So , I shot at 30 yards without bending and was on target without adjusting the single pin sight . I wonder how I would fare hunting like this ......... Hmmmmmmm
  18. John Bacon has a place in Lyons , NY where he collects the deer pee . It used to be sold in a lot of the DICKs stores but Corporate Policy forbid it . A few of the gun shops , etc sell North Country products and it gets stored in small refrigerators at those places . John has done a couple talks at the Local Sportsmens Dinners .

  20. Well , in light of all the BS , It's a nice gesture by the Pizza Company to put something useful on their boxes .
  21. I will get to a stand before sunrise and sit until close to noon . Then I will get down do some walking and get the circulation going and grab something to eat and drink from my vehicle . Then about 1 pm it's time to head for the evening stand to sit until close to dark . When I sit for a length of time I get groggy and want to nap . Gotta stand up and stretch . Of course if I get lucky and get a deer early am , this all changes !
