The 2% is the Social Security relief that expired in 2012. It was reduced for two years in 2010 from 6.2% to 4.2%. Now it is back to 6.2%.

Or are you talking about something else? And if you are, please provide a link so I can read about it.

I should have been more clear. They modified the withholding scheduel to milk more out of us up front. Too many people owing. at tax time and they like having your money all year. Tax RATE has not changed yet. I like to owe at the end of the year. I like to have my money not them. So I have to change my exemptions to offset their grab
