Looks decayed, that or it's elephant mating season

That is common for popple to do that.  I have a few just like that that died on the stump and are rotting out while standing.  Almost identical to your picture as well.  They usually fall over before they get to this stage but some dont and this is the result.

My guess woud be porcupines

if its a live tree it could be:

 

(a) , a Moose stripping the bark.  I've seen a few moose down in Fawnstock state park do that

if its a dead tree its a bear eating insects

If the tree is live it does look like porcupine damage.

The tree is dead, so not a porcupine. Most likely a woodpecker.
