Welcome here! 

The first thing you'll need to hunt NY is a Hunter Education certificate. This can be done online, or at an approved course. Unless you are a resident in NY, you'll need a non resident tag.

This is the link for the Hunter Safety program info thru the NY state DEC website. Once you complete the program (only a few hours) you can purchase a hunting license.

Are you a green card holder? Without it you can not purchase a firearm if you are on a visa

Maybe he's got a hunters training certificate from his country or some other country?  That would be proof enough to purchase a license in NYS.

I thought foreigners had to go through the ATF to get a permit to use a firearm and ammo here? Even for hunting, and had to do so in advance. There are/were also special restrictions by state. Maybe they are old laws?
