  (I) THE DATE OF THE TRANSACTION;

  (III)  THE  PURCHASER'S  DRIVER'S  LICENSE  NUMBER OR OTHER GOVERNMENT
ISSUED IDENTIFICATION CARD NUMBER;
  (IV) THE DATE OF BIRTH OF THE PURCHASER;
  (V) THE UNIQUE IDENTIFIER OF ALL HANDGUN AMMUNITION OR BULLETS  TRANS-
FERRED;
  (VI) THE CALIBER OF THE BULLET; AND
  (VII) ANY OTHER INFORMATION DETERMINED NECESSARY BY THE NEW YORK STATE
POLICE.
  EVERY  VENDOR  SHALL  MAINTAIN  THESE  RECORDS ON THEIR PREMISES FOR A
PERIOD OF AT LEAST THREE YEARS FROM THE DATE OF THE RECORDED PURCHASE.
  2. TO THE GREATEST EXTENT POSSIBLE OR PRACTICAL, THE AMMUNITION CODING
SYSTEM DATABASE SHALL BE BUILT WITHIN THE FRAMEWORK OF EXISTING FIREARMS
DATABASES. THE AMMUNITION CODING SYSTEM DATABASE SHALL BE OPERATIONAL NO
LATER THAN JANUARY FIRST, TWO THOUSAND FOURTEEN.
  3. PRIVACY OF INDIVIDUALS IS  OF  THE  UTMOST  IMPORTANCE.  ACCESS  TO
INFORMATION IN THE AMMUNITION CODING SYSTEM DATABASE IS RESERVED FOR KEY
LAW  ENFORCEMENT  PERSONNEL AND TO BE RELEASED ONLY IN CONNECTION WITH A
CRIMINAL INVESTIGATION.
  4. THE COST OF MAINTAINING THE DATABASE SHALL BE FUNDED BY THE AMMUNI-
TION CODING SYSTEM DATABASE FUND ESTABLISHED PURSUANT TO  SECTION  NINE-
TY-ONE-G  OF  THE  STATE FINANCE LAW. VENDORS SHALL CHARGE AN ADDITIONAL
$.005 PER BULLET OR ROUND OF AMMUNITION TO THE PURCHASER.   SUCH  MONEYS
SHALL BE DEPOSITED INTO THE FUND.
  5.  ANY  PERSON  IN POSSESSION OF NON-CODED AMMUNITION MUST DISPOSE OF
SUCH AMMUNITION NO LATER THAN JANUARY FIRST, TWO THOUSAND FIFTEEN.
  6.  ANY PERSON WITH A VALID HUNTING LICENSE SHALL BE EXEMPT FROM  THIS
SECTION,  FOR  A  PERIOD  OF THREE YEARS COMMENCING THREE YEARS FROM THE
EFFECTIVE DATE OF THIS SECTION

What about reloaders?Have to love it when the "smart leaders" get together to set some rules in motion for us simple minded people of the state.During one of their swell "get to know the SAFE ACT meeting" they told the whole group that it was legal to go out of state and get all the ammo you wanted,how does that work if you cant own "non coded ammo" they don't know what the hell they are doing much less what to do to make thing safer in this state.Screw them I am not getting rid of loading equipment,ammo or my livelihood!!

This is a reason why the Federal Government doesn't have to pass stricter gun laws, the States , cities, counties and local towns will do it for them

It says that the law will only be used for pistols and assault rifle caliber weapons. And that the coding will be etched in the base of the round so reloaders will be able to reload. <- was not trying to sound supportive of this legislation at all. You know no ammo manufacturers will actually do this so that means it will be even more difficult to find ammo

The SAFE act stuff was written so fast because it was old committee level bills and wording put all together and passed.

this is a basic rewrite of the micro stamping bill

No, microstamping was where the firing pin of the gun stamped a number into the primer. There was also no limit on how long you could keep ammo. This is a whole new ball of wax.

This will work well.  Try defining an assault weapon caliber.  You can get an AR in .22 or install a conversion kit in them - same gun different round.

 

Pistol rounds - .45  isn't this the same bullet to reload for a 45-70 rifle?

 

How will they differentiate between ammo sold for an M-1 Garrand sporting a bayonet w/folding stock and hunting rifle in 30-06.

 

How are they going to track them once fired they get mangled on impact?

What if you no long use that caliber and sell/give-away that ammo it is listed as yours? Does that mean it has to be sold/traded via an FFL dealer to update the records?

 

I read a proposal to ban all 50 cal guns earlier this year - guess they don't know about black powder hunting requirements in this state.

 

Face it, it is a microcosm of Washington DC - a lot persons who don't know anything about what they are writing these laws on.  We have to keep the few intelligent persons in office for a reasonable term limit and give the rest the boot and never put them back in any office anywhere again.

 

This bill has to be shot down on its absurdity.
