All the ones I am are much bigger but with all being the same length I was just shooting out a guess.

The first (and obvious) question is did your brother have any service work done at his house recently ?  Maybe they fell out of a service van of some sort...........

They look brass to me , we used similar looking tubes for burning holes with an EDM

I don’t think so , only like 4” long and too thin of a wall thickness
